If you are logged in to SF, then you should be able to add a new feature
request unless SourceForge was having an issue at the time you tried it.
I can create this feature request for you if you like.

STAF currently uses the ANSI version of functions in the Windows API. STAF
would have to be changed to use the Unicode versions of these Windows API
functions, e.g. GetFullPathNameW instead of GetFullPathName) to permit an
extended-length path of 32,767 characters.

link and wondered, if STAF services like FS could provide support
the"\\?\" prefix for windows systems?
Not sure, though, if that's rather a core STAF issue or related to JRE or
really a matter of implementation in services.
I gave it a first try on an XP system, but could not create a directory
with a path longer than 260 characters.
