Yes, if you want to submit a STAF service request via Java using the STAF
Java APIs, then the JSTAF.jar file needs to be in the CLASSPATH to be able
to access the classes in the JSTAF.jar file. We don't use Glassfish, so I
can't comment on its specifics.
