To turn the service on you could run "net start wuauserv" (instead of "net
stop wuauserv").

Yes. You could use the STAF Cron service (downloadable via
http://staf.sourceforge.net/getservices.php) to register to run a STAF
service request that stops the Windows Automatic Update service at
whatever time(s) you wanted. For example (assuming you have the Cron
service registered on the local machine, you could submit the following
request via a command prompt to the Cron service to have command "net stop
wuauserv" run on machine client1.company.com every hour on every day:
C:\>STAF local Cron REGISTER MACHINE client1.company.com SERVICE PROCESS
REQUEST "START SHELL COMMAND \"net stop wuauserv\" RETURNSTDOUT
STDERRTOSTDOUT" DESCRIPTION "Stop Windows Automatic Updates" HOUR ANY
Or, you can use the Cron UI Java application to register the above request
via a GUI instead, specifying the following for the command as the double
quotes would not have to be escaped when using the GUI:
START SHELL COMMAND "net stop wuauserv" RETURNSTDOUT STDERROTSTDOUT
To start the Cron UI, go to the directory where you extracted the cron
service, e.g. C:\STAF\services\cron, and run: java -jar STAFCron.jar
