STAF is a peer-to-peer framework and it is installed on all DUTs so that 
then you can submit a STAF request to the DUT (STAF uses TCP/IP to 
communicate).  You can use the STAF PROCESS service to run commands on a 
DUT from another machine.

It sounds like you are saying that STAF is not going to be running on the 
DUT (maybe it can't be installed, etc).  STAF does not provide a TELNET 
service.  But, you can search the STAF forums you will find multiple 
postings about using telnet to communicate to a DUT, including some 
suggestions on ways to do this (i.e. via TCL/Expect). Here are some of the
