I am not sure what you are looking for, but here are my thoughts... The STAF open source project provides the test automation framework and several useful services. You should be able to use STAF to implement solutions for your specific requirements. While implementing the solutions, if you discover that other STAF users may benefit from your solutions, perhaps you can develop and contribute STAF service(s) that will provide specific capabilities.
From my limited experience, if your team is small, you may only need STAF to complete the test harness / infrastructure.
