I've seen people create web sites that interact with STAF, such that you 
could go through HTTP to get at STAF.  It's also possible to create a STAF 
service which could accept requests from any protocol you wanted.  In both 
cases, you need to be very careful so that you don't open a security hole.

You can’t run any STAF commands on the remote machine if you don’t have 
STAF running in the local machines. Because STAF can be communicated 
through STAF only.

  In short, I want to install STAF on remote machine only and execute some

  Because, we have our own framework on local machine and we can’t move to
