We use InstallAnywhere 2008 to create the STAF .exe and .bin installers (http://www.installanywhere.com/products/installation/installanywhere.htm). So, you would need to purchase an InstallAnywhere license to create the .exe/.bin installers in the same way we create the installers. Or you could use a different software installer tool and create your own STAF installer.
The InstallAnywhere project we use to create the .exe/.bin installers is in the STAF source code repository at src/staf/install/ia/STAF.iap_xml (the other InstallAnywhere-related files are also in this directory), and the STAX job we use to create the installers is in the STAF source code repository at src/staf/autobuild/BuildIA.xml.
