No. STAFProc has to be present on the machine to which you want to
submit STAF requests.

Having said that, I am not sure why anyone would like to do that.
Routers/switches expose interfaces to manage/monitor them(like CLI,
web based UI ,  SNMP etc) and that should be sufficient for automation
purpose. What exactly you want to achieve?
