Yes, please open a bug for this.

As you noted, on Windows the InstallShield STAF installer first copies all 
of the codepage files to the codepage directory, then determines (using 
Windows Registry settings) which codepage files are really needed, and 
then deletes the other files.  To determine which files to keep, it 
compares the codepage file directory structure with the expected files 
using the target install directory from InstallShield, which in this case 
has the extra forward slash, which causes the comparisons to fail, which 
is why all the codepage files get deleted.  We'll need to figure out why 
the target install directory we are getting form InstallShield does not 
have the extra forward slash removed, since InstallShield is obviously 
handing it correctly for the overall install.

This has gotta be a bug.

Investigating further, it seems I actually had a typo - an extra
forward slash at the end of my install location parameter. Turns out,
if stafinstalldirectory.defaultInstallLocation, which is passed to the
installer jar, has an extra forward slash in the path, the codepage
directory gets populated with files, but inadvertently gets completely
wiped out just before the installer jar exits. Every other file laid
down in the installation seems to be intact.

i.e.

The following command installs STAF fine:

C:\Documents and Settings\me\Desktop>java  -Dis:debug=1 -jar
STAF311-setup-win32.jar -silent -W license.selection="Accept" -W
stafinstalldirectory.defaultInstallLocation="c:/work/me/staf6"  -W
stafOptions.updateEnvironmentVariables="User"

While the following builds, then destroys the entire contents of the
codepage directory (notice the extra forward slash next to staf6):

C:\Documents and Settings\me\Desktop>java  -Dis:debug=1 -jar
STAF311-setup-win32.jar -silent -W license.selection="Accept" -W
stafinstalldirectory.defaultInstallLocation="c:/work/me//staf6"  -W
stafOptions.updateEnvironmentVariables="User"
