Both came with FreeBSD-EN-24:01.tzdata on the 14th Feb.
You're confusing tzdata and tzcode.

I've applied tzcode 2023c to my releng/13.2 branch and it builds now.
I was just curious if the build works out of the box for other folks.
Anyway, it's all temporary given 13.3.
