Without the ability to do a while on (!t_relay()) to determine whether
to go to use_next_gw(), I'm not sure how I can.
Maybe you can show how you try it because the typical way for failure re-routing is:

request_route{ ... t_on_failure(...); t_relay() } ===> failure_route{ ... t_on_failure(...); t_relay() } ===> failure_route{ ... t_on_failure(...); t_relay() } ....
