Hello,
It's just a guess, but I think most SIP providers aren't going to like
the all-zeroes Caller ID/ANI that you're sending here:
Contact: <sip:0000000000@1.22.216.96:35465;transport=UDP>
This is especially true since their routing is influenced by CLID, due
to the possibility of intra/inter-jurisdictional rate differences.
