The (k) ratelimit modules was based on the openims version, which was
was an enhanced version of the (s) one.
If there are no objections, by the end of the week I will move (k)
ratelimit into generic and (s) version into obsolete.

IIRC this can be done via git move:
git mv modules_s/ratelimit/ obsolete
git mv module_k/ratelimit modules
