The ACK is only for INVITE requests, never for PUBLISH. ACK is also stateless,
no transaction can be kept for it, because it does not receive responses.
A transaction that is created is kept in the internal hash table and it is
supposed to be deleted by a timer routine, a few seconds after the transaction
is completed (a final response is processed for it).
Do you see the PUBLISH transaction with `kamctl rpc tm.list`?
