i am guessing you are using sid debian where libphonenumber 8.13 added support
for cmake.
it seems that the installation is missing the static libraries that are
required for some reason. This need to be discussed probably with the upstream
packager to include them or dont require them if no static libraries are
requested.
all latest release of ubuntu installed the 8.12 with static versions as well.
But the new `plucky` 25.04 that also installs 8.13, is missing the static
libraries.
