My (optimistic) suggestion: 3.20 seems a reasonable(and low) baseline as that
release is about 4 years old.
For older ubuntu/debian: kitware is very good about distributing binaries ;
maybe the CI/CD for debian <= 11 and ubuntu <= 20.04 could have a cmake binary
from kitware: 3.31.2 is available.
