Are you using stock kamailio master branch? Or do you have other custom changes
done locally?
The branch record for NOTIFY should be loaded only if the dialog record is not
found for it, or it is found by has to b-side contact. But I see the
corresponding record in the dialog. Can you get the sql query that is done in
this case for topos_d table? Should be just before the query done to topos_t
table.
