No, Squid is an HTTP proxy and accepts to process FTP requests on behalf
of a HTTP client (i.e. a web browser configured to use Squid as proxy,

The above is enabled by default. Nothing to configure.

But it's not for normal FTP clients. For those you need an FTP proxy.
