Yes.

It looks like “-k parse” is defaulting to only use only /etc/squid/squid.conf.

# squid –f /etc/squid/squid-20170912a.conf -k parse

If that is a cut-n-paste the '-' on the 'f' is not a hyphen.

Otherwise, I'm not sure whats going on here. We have config regression tests and other things explicitly using the -f and -k in exactly the manner you are trying to use, so it is definitely working and checked regularly.
