connection.

With these tuning parameters it is always important to look at the 
bandwidth*latency product.
I see that you are from Brasil and I know from experience that latencies to 
Europe are 230+ ms and latencies to USA vary between 80 and 200 ms.
I believe that the large variation in latency is due to the limited 
international capacity of Brasil (the Level3 link from the SP-IX to USA is most 
of the day 90+% utilized).
