When I execute 'squid -k rotate' it acts like I also executed 'squid -k debug' 
and toggles full debugging. Anyone else see this behavior? I've tried numerous 
combinations of conf options. Not sure at what version this started. 
I've just begun investigation so looking for others with similar config to 
provide feedback. Hints to resolution would also be appreciated.

on CentOS 6
# squid -v
Squid Cache: Version 3.5.17

configure options:  '--enable-ecap' '--disable-arch-native' '--with-openssl'
