I would say yes. Owner just misses out on a few years until they have to

If a sprinkler head has never been installed, is it considered ‘new’ regardless
of when it was manufactured? NFPA 13 says “only new sprinklers shall be
installed”. If I have sprinklers that are several years old but have been
stored properly and never been installed, are they still defined as ‘new’ per
NFPA 13? Is there any other code that states a maximum age for a ‘new’ fire
sprinkler?
