I remember there was always a great deal of controversy over the material, at least in WA State. The our City’s Building Department (Plumbiing Code AHJ) opposed its use, and lost in some formal hearing. I remember the industry did fly in rep’s from Texas for the hearing. Someone else other than me was always the lead person so I don’t remember the details. I know we ended up with some 13-R, although I’m not sure if built with us as AHJ or annexed in, already built. It ended up deteriorating, soft, brittle, I don’t remember. For some odd reason, it did became attractive to rats living in attics. Some people had hypothesis rats knew there was water inside and were establishing their own supply. Not knowing much about rats, that seemed far fetched to me. They did chew on it, and leaks did proliferate.
