John,

What you've described is very similar to a condition that Steve Leyton and I, along with a few others dealt with from an unnamed AHJ in San Diego County.  While the state of California had enacted a residential fire code which mandated fire sprinkler systems in single family residences without exception, the state permitted the omission of sprinklers in garages.

This fire marshal decided that they wished for garages to be protected with sprinklers, and published this mandate, and received approval from the state fire marshal.  However, this local AHJ went a step further and required a listed sprinkler guard to be installed on every garage sprinkler, whether it was concealed, recessed, or pendant.

Several contractors made quite a bit of noise objecting to this as at the time there were no listed head guards for recessed sprinklers of any type.  (I'm not sure there are any now.) The AHJ refused to budge on this issue, insisting that such guards be installed without exception.

At the time Steve had good close contact with the state fire marshal and once word of this controversy reached that office it was quickly revised to only require guards on pendent sprinklers protecting garages, however recessed and concealed sprinklers did not require such guards.

Push it around into logic - this AHJ was insisting that sprinklers be installed in direct contradiction to their listing.  I'd love to take credit for getting that changed, except that it was Steve who pushed that in front of the state fire marshal at the time.

just a bit of history,

Guys,
This may apply in other States besides Florida, but here we have a "Florida Fire
Prevention Code" that is the minimum State Wide Code that all AHJs/Jurisdictions
must adhere to. It is readily available at the State Fire Marshall's Web Site for review.
A jurisdiction can require more than the State Standard, but not less.
However, if a Jurisdiction requires MORE than the State Standard, that entity
must submit the proposed changes/additions to the State Fire Marshall's office
for review and approval. If the State approves the change, it will be added to
a Publicly Available List of jurisdictions that require more than the minimum
code, and a detailed exception will be published publicly.
Before I "Bought in" to a local AHJs requirement, I would look into how your
State Fire Marshall's office is structured and if individual jurisdictions are allowed to
arbitrarily require things that the code does not require or mandate.
Requiring a certain type of Sprinkler Head not required by the Codes/Standards
seems some what subjective and arbitrary in my opinion.
There must be consistency in the codes and how they are enforced in our
industry or it will become chaotic.

Yes, we have a jurisdiction that does not permit the use of concealed sprinklers.

Subject: AHJ requires Concealed Sprinklers

Has anyone run into a jurisdiction where they mandate the type of sprinkler to
be used?  We have one local jurisdiction that mandates concealed sprinklers in
R2 occupancies.  It is in their amended codes.  We hadn't done an R2 in this
jurisdiction in many years.  This came up new.  I was wondering if anyone else
has jurisdictions that impose only a certain type of sprinkler.
