Hi Alvero The expectation is not that all issues need to be closed. However, the need for End.IL, and hence, the draft needs to be established (for adoption).

In other words, there's no expectation for the discussion to be closed. This is not a WG Last Call; it is the start of the WG process. By the same token, WG engagement/discussion will determine whether an adopted draft is eventually published (or not).
