According to the current assumptions of the SR-Policy template draft, these two sets are disjoint. However, this might pose a restriction on the SAFI for ancillary sets. For the extensibility of the SAFI and the template itself, I suggest adding a tie-breaking procedure for the templates just in case of overlaps.
