I’d like to bring this question to the list according to a recent discussion in 
IDR: https://mailarchive.ietf.org/arch/msg/idr/Kr9SZ8z-gN8py8b4aIkONPi7rLI/.

I noticed that, a Popping behavior on SRH when SL==0 together with a further 
encapsulation procedure may be useful not only in the above IDR case, but also 
the same in SRv6 Binding SID.

Unfortunately it seemed not careful enough in RFC8986 to get this right ---- 
the pseudo code in section 4.13 of RFC8986 did not pop the SRH with SL==0 when 
it could.

To make it more concrete, let's suppose the PSP pseudo code in 4.16.1.2 is 
added after S14 of pseudo code in 4.13.
