vdagent/vdservice & virtio-serial driver support Win8. only qxl driver doesn't. sure you can use vdagent without using qxl, but i have no idea if spice-guest-tools installer supports this case.

It seems to control operating system version and does not know windows 8.

I am stiil waiting you send me vdservice & vdagent update to test if it solves the issue with windows 7 guests. At this time I solved with a schedulet task which controls if the agent service is stopped and restarts it. This solution is not the best because sceduled task runs every 1 minute and the user must wait if the service is stoped

I solved using a scheduled task on windows seven but I think this is a bug.
I used the last windows guest binaries from spice-space.org.
I read an old bug with the same issue has been solved by redhat on rhev virtualuzation desktop platform.
