I was recently debugging (as in, looking at log files and using google) an issue where the vdagent wouldn't properly detect/communicate with the virtio-serial driver in Windows 7. That let me to this thread ( http://www.mail-archive.com/spice-devel@lists.freedesktop.org/msg08985.html) where I was able to download an updated build of the serial driver from http://people.redhat.com/vrozenfe<http://people.redhat.com/vrozenfe/build-27/virtio-win-prewhql-0.1.zip> (build 29 at this point) and that fixed the issues with vdagent. So the version in the current spice-guest-tools-0.1 build from March is broken - could a kind sir rebuild this EXE with the latest package so new users will not have this problem in the future? :)
