Sigh; corrections once again. It turns out I misunderstood the nature of the problem.
I *think* that the issue is that when a make traverses from spice, down through spice-common, and into spice-protocol, the make does not recurse into spice-protocol/spice, and so that .gitignore does not get made. I'll see if I can figure that out.
