Hi,

On my local, Sphinx outputs <colgroup> tag using `:withds:` option. I
think it works well in latest Sphinx.

<colgroup>
<col style="width: 45%" />
<col style="width: 10%" />
<col style="width: 45%" />
</colgroup>

Could you check generated HTML in your document?
