I pinpoint the issue to using recommonmark.parser
With it every build generate the following:
building [mo]: targets for 0 po files that are out of date
building [dirhtml]: targets for 0 source files that are out of date
updating environment: [config changed ('source_parsers')] 504 added, 1
changed, 0 removed
I'm investigate why
