Hi,

nothing extra is required. It should work.
Here is an example where the label is before a text paragraph.

Welcome to FOO's documentation!

Section A

.. _thislocation:

aaaa


Section B
---------

See :ref:`overthere <thislocation>`.

It works for me in PDF output.
