Hi,
It is recognized as following:
<bullet_list>
<list_item>
first item
<comment>
comment
<bullet_list>
<list_item>
second item
<list_item>
third item
As you see, the comment block divides the bullet list to two ones.
A workaround I know is making comment as a child of list_item like this:
- first item
.. comment
- second item
- third item
