I would guess that is already broken. The document bodies would still need 
to resolve this, and would still be unable to do so.

Unless there is a strong opinion that this is *not* a bug, I think I'm 
going to report it as a bug, since seeing "page-foo" in the TOC, but 
"Describe Foo Here" in the body, is really strange.

...but :numref: does not work on documents. Maybe :doc: should be extended 
to support `{number}: {name}` a la :numref:?
