So we're attempting our first pass at translating our documentation. Our 
translation team has sent me .po files for one of the small manuals as an 
initial test for Japanese.

I've added the .po files to the "../quickstart/source/locale/ja/LC_MESSAGES/" 
directory.

I've made sure that the config.py file has these:

# -- Options for Internationalization -------------------------------------

locale_dirs = ['source/locale/']   # path is example but recommended.
gettext_compact = False     # optional.


I'm using Sphinx 1.3.1, so it's making .mo file from the .po files when I 
run the make command.

I'm running the build command as:

 $ make -e SPHINXOPTS="-D language='ja'" html


However, when I look at the build itself, the only things translated are 
the tooltips.  I can see the translated text in the .po files, but they 
don't seem to be picking up/populating through the build.

I have no clue what I'm missing or doing wrong, so any hints or pointers 
that might get me past this would be greatly appreciated. Please and thanks!
