Hi steve,
Since epub is also a (one of) HTML builder, you can change your epub
html files using jinja2 template.
Please set a "_template/layout.html" file which includes

{% extends "epub/layout.html" %}
{%- block relbar1 %}{% endblock %}
{%- block relbar2 %}{% endblock %}
-----------------------------------------------------
I think there is no config option to suppress these.
