I'm encountering the same problem (and "solution" of downgrading). The version that works for me is graphviz @2.28.0_9
I can't seem to find a changelog showing what changed in graphviz from 2.28 to 2.30, but something seems to have broken the sphinx inheritance diagram... I'll add an issue.
