It's hard to say how you can use that file because it's not obvious which of
spamdyke's filters is using it. You'll have to look in your configuration file
to figure out what that file should contain.

In a future version, spamdyke may be able to block messages the way you need
(based on keywords in the body) but it can't do it right now. In the current
version, it can only block messages based on keywords found in the header (e.g.
the subject line). If the messages contain a MIME type header line specifying
a Japanese character set, you may be able to block based on that line. If not,
you might look at the local delivery agent on your server to see if it offers
content filtering. On my server, maildrop has the ability to change its
behavior based on message content.
