Yes, spamdyke can do this. Add an entry to your IP blacklist file that 
will match all IP addresses:
0.0.0.0/0.0.0.0
Then add the two allowed IP addresses to your IP whitelist file.

If you want to do this by domain instead of IP address and need some of 
the other filters (e.g. missing rDNS, graylisting) to also work, you 
could use a configuration directory. This is more complex but much more 
flexible.
