With 'rewrite_subject 0' and 'report_safe 0' in your sitewide spamassassin.conf,
SA is pretty much in "tag-and-release mode", where all its reporting information
is inside the header. Then users can opt in by setting up client filtering
rules to match on the 'X-Spam-Flag: YES' header. 

(Unless Outlook doesn't let you match on arbitrary header fields in which
case the opt-out guy is out of luck.)
