If your SA scanning is happening at SMTP-transaction time, not just
before final delivery, there is no reliable way to do per-user prefs.
Neither the SMTP envelope nor the headers of the mail itself have enough
information to determine who the end-user is; think about when (in the
course of delivering a given email) alias expansion happens relative to 
your SA/virus scan.

It's an unfortunate consequence of running SA sitewide; the downside can
be greatly mitigated with a spamtrap address for Bayes training, reasonable
threshold defaults, and user education (ie. show them how to whitelist
spam-ish newsletters that they actually want in their clients)
