Er, right.  Which according to the debug output I sometimes don't read
carefully enough, the local.cf to change for sitewide would be in
/etc/mail/spamassassin.  Single user changes, as reported earlier :).

That is to say, these locations show up in spamassassin output like:

debug: using "/usr/share/spamassassin" for default rules dir
debug: using "/etc/mail/spamassassin" for site rules dir
debug: using "/home/Bryan/.spamassassin" for user state dir
debug: using "/home/Bryan/.spamassassin/user_prefs" for user prefs file

when you run it with -D for debug output.
