I assume you mean spamd, not spamassassin, as spamassassin isn't a resident 
thing that can be restarted.

If you change local.cf, you must restart spamd to get it to read it.

However user_prefs files are read each time spamc passes off an email for 
processing, so no restart is needed.

(note however that this doesn't mean using user_prefs instead of 
local.cf  is a good idea... the shorter your user_prefs the better, since 
that file must be reparsed for _every_ email)
