I'm not sure if they are or aren't, but how 'precise' are you on that URI?
Remember, http://www.spamsite.com/ref.asp?ID=32 is different thatn
http://www.spamsite.com/ref.asp?ID=44 .

So it would be tough to filter on URI's, as then you may have
www.geocities.com/spamporn and then www.geocities.com/anotherspamporn.
