Okay thanks for the clarification - now my issue is this, when I create a text file 
with the 
information in it and pass it through spamc -R < filename.txt I should see the 
BigEvilList_193
rule being passed, unfortunaltly I do not see that rule or any BigEvilList Rule get 
passed when 
testing for BigEvil

Any thoughts.

Yes, there is something you are missing... bigevil does NOT match email 
addresses... it matches URI's and ONLY URI's. (ie: webpage links)

try sending an email with a hotmail weblink in it instead.
