I created an account at hotmail and sent myself a test message to see if the
bigevil.cf configuration file would get parsed.  From what I understand is
that the above should parse the hotmail.com account and score that as a 10.0
in spamassassin score.  My required hits is set for 5.0 and so that score
of 10 should send that email from the hotmail account to the spam folder and
mark it as spam. Unfortunatly it is not getting parsed.  Is there something
that I am missing.

Yes, there is something you are missing... bigevil does NOT match email addresses... it matches URI's and ONLY URI's. (ie: webpage links)


try sending an email with a hotmail weblink in it instead.
