Hmmm- unless I missed something (and I MAY have) setting a score of 0 doesn't disable. The rule is still run - it just doesn't effect the score, the only think that removes a rule is removing the rule - and then the code is still compiled, it just isn't run - would be a neat idea - but IIRC, the disable concept was deems a very difficult change... Another possibility, might be a structural change to the creation of "runtime" libraries based on valid (non-zero) scores by copying over the appropriate functions - kind of an autoconf thing - would probably also be very difficult though.
