Actually, mass-check will not read a user_prefs file, that's correct.
Also, yes, the files must start with a digit and end in .cf to be read.

Try copying the default rules files to a new "mcrules" dir, add in
the rules files you want to check, and tell mass-check, hit-frequencies
and parse-rules-for-masses to use that rules dir using the "-c" switch
(if I recall correctly).
