I recently split out my CF file into multiple files.
Ex. whitelist.cf, blacklist.cf, bigevil.cf, evilrules.cf, etc.
Will this noticably degrade system performance?

I've not notice any performance decrease due to having multiple cf files, and afaik, spamd loads all the rules when you start it. I have a whole bunch to make management easier. I also preface all my custom rules with CUST_name. so it's easy to see how effective they are.
I would share my custom rules.. but alas against those here, mine are mostly worthless and adjust scores down because of "complaints"
